Because it's promotional, it requires opt-in and an easy opt-out, and it's where quality-rating risk is highest. Be honest with the category — disguising Marketing as Utility leads to recategorization and penalties.
Service messages are your free-form replies inside the 24-hour window a customer opens by messaging you. No template needed — you can answer naturally. This is the cheapest interaction because the customer started it.
